HOW IT WORKS -

Submit a Complaint/Report Wrongdoing

  • Individuals may submit concerns related to:

    • Public safety risks

    • Government or regulatory failures

    • Alleged wrongdoing by institutions or officials

    • Systemic governance breakdowns

    • Situations involving fear of retaliation or suppression

    Submissions are made through a secure intake form and must include factual information, timelines, and supporting documentation where available.

    Submitting a form does not guarantee an investigation.

  • All submissions undergo an initial screening to confirm:

    • The issue falls within our mandate

    • The concern raises a matter of public interest

    • The submission is made in good faith

    • The information provided is sufficiently detailed

    Incomplete, malicious, or purely personal disputes are not advanced.

  • Eligible submissions are reviewed through our internal policies and governance framework, in consultation with the Board of Directors.

    The Board evaluates submissions on a monthly basis, considering factors such as:

    • Severity and potential harm

    • Public safety implications

    • Number of individuals or communities affected

    • Complexity and scope of the issue

    • Involvement of multiple agencies or departments

    • Organizational capacity and resources

    Only selected submissions move forward to investigation.

  • If a submission is approved, an investigation is formally initiated.

    This may include:

    • Interviews and information gathering

    • Fact-finding and evidence review

    • Timeline reconstruction

    • Requests for records and documentation

    • Freedom of Information requests

    • Engagement with relevant oversight or regulatory bodies

    Investigations are conducted objectively, without predetermined conclusions.

  • Where appropriate, findings may involve engagement with:

    • Municipal departments within the City of Greater Sudbury

    • Provincial oversight bodies such as the Ministry of Labour or Ministry of Transportation

    • Other regulatory, compliance, or accountability organizations

    Our role is to support transparency and accountability — not to replace regulators.

  • Upon completion of an investigation:

    • A formal report is prepared

    • Findings are documented clearly and factually

    • Supporting evidence and records are preserved

    • Conclusions are tied to governance, policy, or systemic issues

    Reports are handled with discretion and aligned with public-interest considerations.

  • Following completion, a meeting is held with the submitting individual to:

    • Review findings

    • Discuss available options

    • Identify appropriate escalation pathways

    • Provide guidance and support moving forward

    Sudbury Citizens Integrity Alliance does not provide legal advice but supports informed decision-making.

  • Where findings support further action, we may:

    • Support escalation to appropriate authorities

    • Provide documentation to oversight bodies

    • Advocate for corrective action or systemic review

    • Contribute to broader public-interest accountability efforts

    Not all investigations result in public escalation.
